The California Institute for Regenerative Medicine (CIRM) is an interesting experiment into publically funded research.  It was born from a state referendum in which Proposition 71 was passed on November 2, 2004.  It is a state agency which was provided $3 billion in funding for stem cell research at California universities and research institutions.  Its remit is to provide grants and loans for stem cell research, research facilities and other vital research opportunities.
